Kathy Gibson (Claimant) appeals from the June 21, 2005 order of the Workers’ Compensation Appeal Board (Board) reversing a decision of the Workers’ Compensation Judge (WCJ) that granted Claimant’s penalty petition. Additionally, Armco Stainless & Alloy Products (Employer) has filed a motion to dismiss Claimant’s petition for review, alleging that in contravention of Pa.
