I. INTRODUCTION
The plaintiffs, former detainees at the United States Naval Station at Guantanamo Bay, Cuba (“GTMO” or “Guantanamo”), allege that the defendants engaged in depraved acts, which violated their rights under the Religious Freedom Restoration Act (“RFRA”), 42 U.S.C. § 2000bb, et seq.
