WEINFELD, District Judge.

This is an action that involves Louisiana land, concerns an order of the Louisiana Conservation Commissioner permitting oil drilling operations thereon and is governed by Louisiana law.1 It was brought in this district upon allegations of diversity of citizenship, the plaintiff being a citizen of New York, the defendant Texaco, a Delaware corporation with its principal place of business in the State of Texas, and the defendant *383Amax, a Louisiana corporation, with its principal place of business there.2
