The Administrator of the Attorney Registration and Disciplinary Commission (ARDC) filed a complaint charging the respondent, Russell J. Topper, with professional misconduct in connection with a loan that he made to Judge Reginald J. Holzer. A panel of the Hearing Board found against respondent and recommended a two-month suspension. The respondent and the Administrator filed exceptions to the Hearing Board’s report and recommendation.
