This case concerns the interpretation of the Open Meetings and Records Act, also known as the Sunshine Law, as set forth in Sections 610.010 et seq., RSMo 1994 and Cum.Supp.1997.1 Plaintiff, Hazel Bledsoe Smith, operating a newspaper business called “The Media,” filed suit against Randy Sheriff, superintendent of the Clark County R-l school district, and against the individuals comprising the Board of Education for the Clark County R-l School District (collectively called the Board).
