Plaintiff, Roland S. Stevens, a resident taxpayer of East Baton Rouge Parish, individually and as President of Stevens Concrete Pipe and Products, Inc., instituted this action against The City of Baton Rouge, The Parish of East Baton Rouge (City-Parish) and Ray W. Burgess, Director, Department of Public Works for the City-Parish (Director), seeking a declaratory judgment and preliminary and permanent injunctions pronouncing the invalidity and barring the proposed enforcement and application of the City-Parish’s approval of the Director’s recommendation of specifications…
