Plaintiff, a resident taxpayer of East Baton Rouge, individually and as President of Stevens Concrete Pipe & Products, Inc., seeks a declaratory judgment pronouncing the invalidity, and preliminary and permanent injunctions barring enforcement, of certain pipe criteria adopted by the City- -Parish Council of East Baton Rouge at its meeting of February 16, 1966 on the ground that the requirement of 12-foot lengths was an arbitrary, unreasonable and capricious exercise of power designed to thwart the purpose of the competitive bidding laws, and that the proposed specifications…
