State of Missouri ex rel. Gateway Green Alliance, et al., (“Plaintiffs”) appeal the trial court’s denial of a writ of mandamus seeking to compel Gerry Welch and the other members of the city council of the City of Webster Groves (“Defendants”) to place an initiative regarding labeling of genetically modified foods on the ballot.
