Plaintiffs are employed as court clerks in the Supreme Court of New York County and Kings County. They were employees of the City of New York until April 1, 1977, the *450effective date of the State "takeover” of the court system. Since April 1, 1977, plaintiffs have been State employees performing the same duties they performed prior to that date.
