Petitioner, County Commissioners of Charles County, Maryland (“County” or “Petitioner”) brought this action for declaratory judgment seeking a determination of its rights and obligations under a contract with Respondent, Panda-Brandy-wine, L.P. (“Panda” or “Respondent”). Before this Court is Petitioner’s Motion for Summary Judgment (Doc. No. 31) and Respondent’s Cross Motion for Summary Judgment (Doc.
