1. Introduction
Verginia (“Ginger”) McC, represented by next friends Mr. and Mrs. McC, sues Corri-gan-Camden Independent School District for reimbursement of attorneys fees incurred in the prosecution of a state administrative due process hearing before a Texas Education Agency Hearing Officer. Ginger’s parents claim that they were a prevailing party at the administrative hearing, entitling them to all attorneys’ fees under the Individuals with Disabilities Education Act (IDEA), 20 U.S.C. § 1415(e)(4).
