Kansas Ass'n of Private Investigators v. Mulvihill
Missouri Court of Appeals
1Opinion of the Court
THOMAS H. NEWTON, Judge.
This case involves a class action suit that began in 1998. The plaintiffs include the Kansas Association of Private Investiga tors, a not-for-profit membership corporation, and several individual private investigators (collectively Investigators). In 2000, we affirmed the trial court’s finding that two fee increases by the Kansas City, Missouri, Board of Police Commissioners (Board), one in 1988 and one in 1997, constituted void rulemaking and that the class members were entitled to refunds of those fees.
