One Charles H. Gould, as trustee of a real estate trust called the Marjorie Trust, petitioned in February, 1974, for mandamus to compel the respondent William J. White, as executive director of the Massa*710chusetts Housing Finance Agency (MHFA), to carry out certain statutory “ environmental” obligations including, notably, the publishing of an environmental impact report (see G. L. c. 30, § 62) regarding the Chestnut Park housing project in Springfield which MHFA was financing.
