These appeals bring up for review certain determinations of the Superintendent of Insurance taken since the decision of the Court of Appeals in the matter of the four so-called test cases. (Matter of New York Title & Mortgage Co., 277 N. Y. 66.) That decision laid down certain principles to be followed by the Superintendent of Insurance as liquidator in valuing the underlying mortgages as a preliminary to determining the appropriate setoff against the claims of the certificate holders on the company’s breach of contract of guaranty.
