This case involving Florida securities law comes before this Court for the second time. We previously certified a question to the Florida Supreme Court and the undisputed facts are fully set forth in Ainsworth v. Skurnick, 909 F.2d 456 (11th Cir.1990). In this suit by a customer against a securities broker, the district court upheld the decision of an arbitration panel that Sam Skurnick, the securities broker, was negligent in ■ handling the account of his customer, A1 Ainsworth.
