Petitioner Holland seeks review of LUBA’s decision affirming the City of Cannon Beach’s denial of his application for a subdivision. We reverse.

Petitioner filed his application in September 1994. The city’s initial disposition was to deny the application on the ground that the proposed subdivision did not comply with various provisions of the city’s comprehensive plan.
