This matter is before the Court on Cross-Motions for Summary Judgment by Plaintiffs, Community Health Partners, Inc. [hereinafter “Community Health”] and Reservoir Park Health Services, Inc. d/b/a Center Care [hereinafter “Center Care”], and Defendant, Commonwealth of Kentucky, ex rel.
