Citizens Against the Trail (CAT) oppose Pierce County’s (the County) proposal to establish a multiuse trail. On appeal, CAT argues that the trial court erred in dismissing its petition for a writ of review. It further contends that the final environmental impact statement (EIS) is invalid. We hold that the trial court properly dismissed CAT’s petition for a writ of review because the County’s actions were legislative in nature and because CAT failed to establish standing.
