CABRET, J. In 2003, Omar Jamil Suarez was convicted of aggravated rape in the first degree and rape in the first degree based on allegations of sexual contact with a minor. After exhausting all his appeals, Suarez petitioned the Superior Court for a writ of habeas corpus in 2007, claiming that his trial court counsel provided ineffective assistance to him in violation of the Sixth Amendment.
