The appellee, C. E. Fannin, doing business as_ Blue Ribbon Lines, is a resident and taxpayer of the City of Ashland. He is likewise the owner and holder of a certificate of convenience and necessity issued by the Director of Motor Transportation of the state of Kentucky.
