Two actions against the Frankfort Municipal Housing Commission, a public corporation, and Community Service, Inc., a nonprofit private corporation, have been consolidated on appeal to this court. The first suit was brought by Howard Norrell as a taxpayer of Frankfort and pertains to *8the Leestown housing project.
