Dear Senator Walters:

This is in response to your request for an opinion regarding retroactive municipal legislation. The facts, as I understand them, involve the passage of a resolution by the City of Greenwood, Arkansas (Resolution No. 305, hereinafter "Resolution") increasing certain fees in reference to building permits.
