A petition filed with the commissioners of the Mukilteo water district, requesting the installation of a water distribution system, resulted in the creation of local improvement district No. 16 for that purpose. The district embraces approximately three hundred eight acres of land north of Mukilteo, is irregular in shape, and extends eastward from Puget Sound. The land within this local improvement district (hereinafter referred to as the district) varies greatly as to topography, soil, and adaptability for improvement.
