I. Introduction
On May 19, 1995 a trial was held on the adversary complaint for declaratory judgment filed by Riverchase Apartments, L.P., a Tennessee Limited Partnership (“Debtor”), against Campbell County, a political subdivision of the Commonwealth of Kentucky. Debtor’s complaint sought a judicial determination on the nature and extent of the claim of Campbell County with respect to certain prepetition ad valorem taxes which remain unpaid by the debtor.
