OPINION
RIDGWAY, Judge.
In this action, plaintiff Kevin G. O’Toole — a salmon fisherman in Alaska— contests the decision of the U.S. Department of Agriculture (“USDA”) denying his application for cash payments and other benefits under the Agricultural Trade Adjustment Assistance (“Ag-TAA”) statute on the grounds that he failed to provide documentation establishing that his net fishing income in 2001 exceeded that for 2002.
