SMITH, Judge.

DeEarle Logsdon II (Logsdon) petitions for review of an adjudication of the Secretary of the Department of Education (Department) holding that Logsdon must pass the state teaching examinations required by 22 *304Pa.Code §§ 49.18 and 49.143(3) before obtaining his permanent Vocational Instructor II certificate.1 The Department’s new testing requirements became effective June 1, 1987.
