TUTTLE, Circuit Judge:

In December, 1976, a federal grand jury for the Northern District of Georgia indicted thirty-one individuals on nine counts *596charging conspiracy and substantive offenses for the theft, interstate transportation, and receipt of gasoline from interstate pipelines. This mammoth case concerned three illegal taps on interstate gasoline pipelines in the vicinity of Tallapoosa, Georgia.
