United States, 31 CIT ---, ---, 491 F.Supp.2d 1283, 1296 (2007) (remanding Oil Country Tubular Goods, Other Than Drill Pipe, from Korea, 71 Fed.Reg. 13,091 (Dep’t Commerce Mar., 14, 2006) and associated Issues & Decision Mem.)
