MEMORANDUM OPINION
BERYL A. HOWELL, Chief Judge. The plaintiff, Luis de Sousa, who is proceeding pro se, filed this action seeking $360,000,000.00 in damages from the defendant, the Embassy: of the Republic of Angola, for breach of contract, defamation, and intentional infliction- of emotional distress.
