Plaintiffs-Appellants appeal from the judgment of the United States District Court for the District of Connecticut (Arterton, J.), dismissing various claims under the Resource Conservation and Recovery Act (“RCRA”), 42 U.S.C. §§ 6901-6992k, and the Clean Water Act (“CWA”), 33 U.S.C. §§ 1251-1387. First, the district court dismissed Plaintiffs-Appellants’ permitting violation claim under 42 U.S.C. § 6925(a),- for failure to state a claim.
