Proceeding in the matter of the petition by Delmar C. Russell and others for the incorporation of the communities of Rockaway and Seaview in the county of Tillamook, state of Oregon, for the purpose of obtaining water for domestic purposes for its inhabitants, to be known as Rockaway Water District, wherein Rockaway Beach Company and others filed objections.
