Plaintiffs appeal from a decree dismissing two suits brought by different plaintiffs to enjoin the defendants, the county commissioners of Multnomah. County, from making or entering an order proclaiming the incorporation of the Rock-*270wood Water District as a municipal corporation and to restrain others, who claim to have been elected as commissioners of said district, from doing any act for or in the name of said district.
