This action contests various aspects of a suspension agreement entered into between the Department of Commerce, International Trade Administration (ITA), and the government of Brazil pursuant to section 704 of the Tariff Act of 1930, as amended, 19 U.S.C. § 1671c (Supp. IV 1980).
