MEMORANDUM OPINION

I. INTRODUCTION

This case arises from an alleged violation of the Privacy Act, 5 U.S.C. § 552a, by an official in the United States Marshals Service (“USMS”), a component of the Department of Justice (“DOJ”). The Privacy Act governs information contained in federal agencies’ records by creating guidelines for the collection, maintenance and dissemination of such records.
