David Bliss appeals an order affirming a decision of the Wisconsin Retirement Board to uphold the denial of his application for disability benefits under the Wisconsin Retirement System. Bliss claims the Board wrongly interpreted § 40.63(l)(c), STATS., 1 to require as a condition for his receipt of a disability annuity, that his employer certify to the Board that he was terminated from employment because of a disability.
