One question raised by the demurrer is whether the statute under which the complainant claims that he is exempt from the operation of the city ordinance under which he is being prosecuted is unconstitutional and void. That statute is contained in section 1888 of the Civil Code of 1910, as amended by the act of 1918 (Ga. Laws 1918, p. 116) and the act of 1919 (Ga.
