Petitioner, the City of Vanceburg, Kentucky, (“Vanceburg”) here seeks review of orders issued by the Federal Energy Regulatory Commission (“Commission”) granting Vanceburg licenses to construct hydroelectric powerhouses at each of two Government navigation dams on the Ohio River and assessing against Vanceburg substantial annual rental charges for the use of these two dams. Petitionér contends that the charges assessed in these orders are excessive, unreasonable, and hence unlawful.
