WIEAND, Judge:

On January 22, 1991, Andrea Brack made an application to Pennsylvania’s Assigned Risk Plan1 for motor vehicle insurance in which she selected and paid for the full tort option. Brack’s application recited her occupation to be “student”; and, it is contended, Brack advised that she was a college student who would be traveling regularly between Pennsylvania and New Jersey to attend classes. After Brack’s application had been processed in the normal course, the Plan designated the defendant, Pennsylvania National Insurance Companies (PNI), to issue a policy of insurance to Brack.…
