On July 10, 1920, this action was brought in this court by the state on the relation of the attorney-general against Walter E. Wilson, bank commissioner, to oust him from that office, under the statute authorizing the removal by such method of an officer “who shall willfully misconduct himself in office, or who shall willfully neglect to perform any duty enjoined upon such officer by any of the laws of the state of Kansas.” (Gen.
