This is an appeal by plaintiff-appellant, John F. Holcomb, Butler County Prosecuting Attorney, from a decision of the Butler County Court of Common Pleas granting summary judgment in favor of defendant-appellee, Daniel S. Wurst, Butler County Auditor.
On January 14, 1988, Wurst received an order from the Ohio Tax Commissioner to reassess and reappraise all of the property in Butler County and, pursuant to this order, he prepared a proposal for the solicitation of bids from parties interested in making the appraisal.
