RUSSELL, Circuit Judge.
This appeal presents questions involving the rights of the owner of mineral interests which have been severed from the surface estate in lands in Texas to avoid the imposition of ad valorem taxes upon such mineral estates lying within the confines of an irrigation district which has been created by act of the'Texas Legislature acting pursuant to complete authority provided by the State Constitution.
