OPINION

WILKINSON, Chief Judge:

Pamela Carter sued the City of Danville, Chief of Police Neal Morris, and unknown agents of the Danville Police Department in connection with her arrest and the search of her home. She asserted both federal claims under 42 U.S.C. § 1983 and state law claims.
