MEMORANDUM OPINION AND ORDER

The government filed a complaint against defendants Toyobo Co. Ltd. and Toyobo America, Inc. (collectively “Toyobo”), alleging violations of the False Claims Act (“FCA”), 31 U.S.C. §§ 3729-33, as well as a common law claims for fraud and unjust enrichment in connection with the sale of Zylon body armor.
