Plaintiff Eric Zimmerman, individually and on behalf of his daughter Guinevere Zimmerman, brings this action under the Federal Tort Claims Act, 28 U.S.C. §§ 2671-2680 and § 1346 (the “FTCA”), alleging that the negligent actions of agents and employees of the United States resulted in injuries to his daughter and to himself.
