Arthur Yeomans, Jr. (“Yeomans”) brought this lawsuit against the Town of Stonington (“the Town”), Officer Dale Brummund (“Brummund”), Sandra E. Wallace a/k/a Sandra E. Luzzi (‘Wallace”), and George Luzzi (“Luzzi”) alleging a deprivation of civil rights under 42 U.S.C. § 1983 (“Section 1983”) and several violations of state law.
