Plaintiff, Great Lakes Dredge & Dock Company (“GLDD”), filed this bid protest action on August 11, 2003, alleging that the United States Army Corps of Engineers (“Corps”) improperly cancelled Solicitation No. DACW21-02-B-0005.2 Prior to reassignment of this case,3 on November 17, 2003, defendant, United States (“Government”), filed a motion for judgment on the administrative record.
