TERRY, Associate Judge:

This case arises out of a dispute involving two adjacent condominium developments. Carrollsburg Square Condominium (Carrollsburg Square) occupies Lots 303-307 and 310-316 in Square 546 in Southwest Washington. Carrollsburg, A Condominium (Carrollsburg), occupies Lot 302 in the same square, adjoining Carrollsburg Square. Carrollsburg is a high-rise apartment building; Carrollsburg Square is a group of town houses. Appellants, the owners of thirty-five town-house units in Carrollsburg Square, contend that they are entitled to park without charge in an underground garage…
