Schuyler is a city of the second class having more than 1,500 and less than 5,000 inhabitants. An ordinance of the city, approved August 16,. 1904, designed to regulate the speed of railroad trains passing through the city, provided that it should be unlawful for any person, or railroad company, or any employee managing, operating or controlling any locomotive engine, car, or train of cars, to run or permit to be run or propelled or operated any locomotive engine, car, or train of cars within the limits of the city at a rate of speed greater than ten miles an hour, provided that the…
