¶ 1. The plaintiffs appeal the circuit court's dismissal of their 42 U.S.C. § 1983 (2005) 1 actions against the Housing Authority of Racine County (HARC). HARC sent both plaintiffs a notice stating it would terminate their section 8 2 housing assistance benefits because they had violated a "family obligation." Each party requested and received an informal hearing, after which HARC issued a written decision terminating the party's assistance for violating a "tenant responsibility."
