OPINION

ROBINSON, Judge:

This matter is before the court after trial, which was held in October 1993. The parties submitted post-trial briefs, and post-trial oral argument was heard on September 7, 1994.

Plaintiff originally filed suit in 1991 claiming entitlement to contract damages based on 11 claims which the contracting officer had denied either in whole or in part. Shortly before trial was to begin, the parties entered a joint stipulation under which several of plaintiffs pending claims were either withdrawn or settled.
